Africa and Asia were very backward in 1946, while technologically-advanced White Europeans were just recovering after reducing our race by 60 million(?) people during the devastating 2nd World War.
This cartoon was aimed directly at war-weary White people to urge compliance to a set agenda that was about to be unleashed in America and Europe, so to usher in their "New World Order".
